The California Energy Commission on June 22 approved Agreement IND-25-001 with DC Energy Services LLC, doing business as Imperion, for a $7,069,435 grant tied to a dairy-process heat electrification project in City of Industry.
According to the commission’s business-meeting materials, the project is called HEATER, short for Heat Electrification and Advanced Thermal Energy Recovery. The scope calls for an industrial ammonia heat pump, pasteurizer heat recovery systems and thermal energy storage at a dairy product manufacturing facility.
The grant request materials say the project is intended to reduce fossil gas consumption, lower greenhouse-gas emissions and improve grid reliability through load shifting and better use of waste heat.
The commission’s resolution also adopts staff findings under the California Environmental Quality Act and authorizes the executive director or a designee to execute the agreement. The packet says the project is exempt from CEQA under categorical exemption 14 CCR 15301, which covers minor alterations to existing structures and equipment.
The materials identify Danone US, LLC as a key partner in the project and as a major subcontractor and match-fund source.
The grant term runs from July 15, 2026, through March 30, 2028.
