Eureka’s July 7 City Council agenda places three major items before council members: a proposed transient occupancy tax ballot measure, a $2,875,355 donation from the Balay Ko Foundation and a $370,000 purchase of downtown property at 16 2nd Street for housing use.
Under the transient occupancy tax item, staff is asking council to receive a report, waive full reading and introduce Bill No. 1060-C.S., which would amend the city’s tax code. The agenda also calls for a general municipal election on Tuesday, Nov. 3, 2026, a request that the County of Humboldt Board of Supervisors consolidate that vote with the statewide general election, and a resolution directing the city attorney to prepare an impartial analysis.
A separate action item would accept the Balay Ko Foundation donation to the city in the amount of $2,875,355. The next item would authorize the city to buy APN 001-062-012 at 16 2nd Street for $370,000, direct the city manager to sign the necessary documents and approve using the foundation money for the purchase. The agenda also says the property would be restricted for 50 years for affordable or interim housing.
The meeting agenda includes other fiscal and housing-related items as well, including a water and sewer rate study contract, a sole-source modular construction purchase, a Housing Element update kickoff and small business incentives. The packet does not show what council ultimately decided at the meeting.
