Sutter County’s Public Works/Support Services Committee was scheduled Sept. 10 to consider two resolutions of application that would send the Lakeside at Sutter Pointe project to the Sutter Local Agency Formation Commission for service-area approvals.
The staff report says the county is seeking a new County Service Area-S Sutter Pointe Urban Services to fund and provide urban services in the Sutter Pointe Specific Plan area, and a separate County Service Area-H Sutter Pointe Fire Services to cover fire protection. The fire-services proposal would also detach identified property from County Service Area D – Pleasant Grove Fire Protection District.
According to the report, the county says the service-area actions are needed to implement the Sutter Pointe Specific Plan and the Lakeside project. The report says the original specific plan was adopted in 2009, and that the Board of Supervisors approved the Lakeside at Sutter Pointe Tier 2 entitlements in 2020.
The packet says CSA-S would be able to support urban services such as law enforcement, park and road maintenance, storm-drain maintenance, transit and sewer service, while CSA-H would provide fire protection and emergency medical response. The urban-services plan also says future funding would come from a Services community facilities district, project-related county revenue and user fees.
In the fiscal section, staff says there would be no General Fund impact from the recommendation because the work is covered by an advanced funding agreement with the applicant, and LAFCO processing fees would be paid directly by the applicant. The report says LAFCO currently estimates the application fee deposit at $15,500.
Staff also says the proposed Lakeside service structure is tied to a projected $6.9 million in annual urban-services costs at buildout, based on the Urban Services Implementation Plan.
After committee review, the report says the resolutions and exhibits would be submitted to LAFCO for processing, with later Board action expected on the Services CFD, operating budgets and related financing agreements.
