Sutter-Yuba Behavioral Health is asking the Sutter County Health and Welfare Committee to recommend Board of Supervisors approval of a proposed $240,000 agreement with WellSpace Health for residential substance-use treatment services.

The Oct. 20 committee agenda packet identifies the agreement as agenda item MT7900 and says it would cover the period from Sept. 1, 2026, through June 30, 2027. The agreement could be extended by Behavioral Health for up to 90 days unless terminated earlier.

Under the proposed agreement, WellSpace would provide services to eligible residents of Sutter and Yuba counties referred by Behavioral Health. The services include American Society of Addiction Medicine Level 3.1 clinically managed low-intensity residential treatment, Level 3.5 clinically managed high-intensity residential treatment and Level 3.2 residential withdrawal management.

The county staff report says the agreement is intended to maintain access to residential treatment and comply with requirements tied to substance-use-disorder funding. The $240,000 maximum would be paid from Behavioral Health realignment, Behavioral Health bridge-housing, Substance Use Prevention, Treatment and Recovery Services Block Grant, and National Opioid Settlement funds. The packet says the agreement would have no impact on the county General Fund.

The packet does not record a committee vote or show whether the Board of Supervisors later approved the agreement. It also does not identify the procurement method, expected number of placements, per-client costs or performance benchmarks.
