The Yuba County Board of Supervisors authorized a Homekey+ funding-distribution agreement with Habitat for Humanity Yuba/Sutter on Oct. 13, adopting Resolution 2026-84 after approving the item with amendments.
The action allows the county’s Community Development and Services director or designee to sign an agreement distributing Homekey+ funds awarded by the California Department of Housing and Community Development. The board’s motion passed 4-0, with Chair Seth Fuhrer abstaining. Assistant Community Development and Services Director Kevin Perkins answered questions and clarified dates listed in Exhibit B, according to the county’s summary of proceedings.
The county proceedings do not state the agreement’s award amount, street address, construction or completion dates, unit commitment, match sources, reporting duties or remedies. They also do not include the executed agreement or Exhibit B, so the board’s authorization should not be treated as confirmation of those terms.
In a March announcement, HCD described a Yuba County Habitat project called Innovation Housing Estates in Olivehurst as a 13-unit new-construction development: 12 units for veterans at risk of homelessness with behavioral-health challenges and one manager unit. HCD said the award was more than $5.2 million and that local and private commitments totaled nearly $1.3 million. Those project and funding details come from HCD, not from the Oct. 13 county proceedings.
The Habitat action follows the board’s Sept. 22 adoption of Resolution 2026-80, which authorized a separate joint Homekey+ application with Onyx Investment Group, according to that meeting’s county proceedings. The available records do not explain whether the Onyx application was replaced, remains separate or was unsuccessful. The executed Habitat agreement and its exhibits would clarify the project’s obligations and the relationship between the two actions.
