Arcata city staff is asking the City Council to approve a $2,564,942 construction contract with R.A.O. Construction Co., Inc. for the city’s 2026 Annual Pavement Maintenance Project, according to a staff report in the Aug. 19 council agenda.

The report says the annual paving project includes street improvements on Boyd Rd., Grant St., Ross St., Fickle Hill Rd., Shirley Blvd. and LK Wood Blvd. It also includes sidewalk and curb ramp improvements along portions adjacent to the areas planned to be paved.

Staff recommended that council approve the project plans, award the contract to R.A.O. Construction, adopt a CEQA categorical exemption under Guidelines Section 15301(c) and authorize the city manager to execute applicable documents. The report says six sealed bids were received and identifies R.A.O. Construction as the lowest responsive bidder at $2,564,942.

If approved, work would begin in September 2026 and is expected to take about 80 working days, according to the report. The document says the contract amount is within the budget allocation for the 2026/27 fiscal year.
