Humboldt County’s Zoning Administrator agenda for Oct. 1 recommends denying three commercial cannabis applications covering a combined 36,920 square feet of existing cultivation, while recommending 15-year renewals for instream mining operations at Hauck Bar and Leland Rock.
The county agenda recommends denial of Humboldt’s Finest Agriculture LLC’s application for 14,000 square feet of existing outdoor cultivation in the Dinsmore area; Karolina Dragoytchev’s application for 10,920 square feet of existing mixed-light and 2,000 square feet of outdoor cultivation in the Ettersberg area; and Will Randall’s special-permit application for 10,000 square feet of existing outdoor cultivation in the Salmon Creek area.
The agenda says the projects are inconsistent with Humboldt County Code and that the applicants did not provide sufficient evidence for the findings required for approval. Humboldt’s Finest also seeks a special permit to reduce a setback from Six Rivers National Forest. The staff recommendation says the three projects would be exempt from environmental review under State CEQA Guidelines Section 15270.
For the mining operations, staff recommends approving 15-year renewals of the conditional-use and surface-mining permits and reclamation plans for Hauck Bar and Leland Rock, both identified in the agenda as being in the Alton area. The recommendations cover continued instream mining at the two gravel-bar sites. The agenda says the administrator considered addenda to existing environmental-review documents for gravel removal on the Lower Eel River and that no further environmental review would be required under CEQA Guidelines Section 15164.
