At its June 2 meeting, the Yuba Water Agency board unanimously kept emergency contracting authority in place for Colgate Penstock repairs and approved a recovery-focused update to its strategic plan, according to draft minutes posted by the agency.
The board's action continued emergency work under Public Contract Code section 22050 for the Penstock incident. Staff said the agency's main focus remains response and recovery at Colgate, with ongoing road improvements, sediment disposal, hillslope stabilization, forensic investigation and condition assessment work.
Directors also approved the 2026 Incident Addendum to the 2023-2027 Strategic Plan, which the minutes say is intended to guide prioritization of agency resources, staff efforts and operational focus during recovery from the Penstock incident.
The board then approved the Yuba Water Agency proposed budget for the fiscal year ending June 30, 2027, along with an updated personnel allocation chart that leaves 10 vacant positions unfunded. The minutes do not provide a line-item budget narrative in the text reviewed.
The meeting also included two grant reallocations. Under Resolution No. 2026-21, the board approved moving $130,820 in unused Hallwood Irrigation Company grant funds to the Flow Control Automation Upgrade Project, increasing that grant total to $691,410. Under Resolution No. 2026-22, the board approved reallocating $81,041.35 in unused Camptonville Community Services District grant funds to the Chlorine Contact Tank Project, bringing that project total to $451,154.35.
In other action, the board approved a modified start time and location for its June 16 meeting, declared two agency-owned vehicles surplus and held a public hearing on vacancies and recruitment and retention efforts. No public comments were received during the hearing.
The minutes also say the agency's power sales revenue through March 2026 remained below 2025 levels because Colgate units are still offline, though carbon-free revenue is expected to run above budget because of a legacy contract.
