The Yuba Water Agency board’s July 7 agenda puts two related decisions in front of directors: whether to continue emergency contracting for Colgate Penstock repairs and whether to waive the annual 2.5% project base supply increase for eight member units.
According to the agenda, staff says repair work is underway and the board must review the emergency action at each regular meeting until the contracted work is finished. The agenda cites Public Contract Code section 22050 as the basis for that emergency contracting authority.
The same meeting also includes a staff recommendation to waive the annual rate increase for Brophy Water District, Browns Valley Irrigation District, Cordua Irrigation District, Dry Creek Mutual Water Company, Hallwood Irrigation Company, Ramirez Water District, South Yuba Water District and Wheatland Water District. Staff says the request is reasonable because the penstock failure may reduce deliveries and force districts to pump groundwater at their own expense, and that substitute pumping is expected to cost more than the increase.
The agenda estimates the maximum fiscal effect of the waiver at $21,395.25, based on 237,725 acre-feet, with the waived increase valued at about $0.09 per acre-foot delivered. The record available here does not show whether the board approved either item.
The meeting is set for July 7 in Marysville, with a closed session afterward that includes existing litigation and employee performance evaluations.
