The Sutter County In-Home Supportive Services Public Authority Board is scheduled to consider a rate package that would raise provider wages to $18.40 an hour beginning Jan. 1, 2027. The Oct. 27 agenda lists the proposal as an appearance item and identifies it for submission to the California Department of Social Services.
Under the staff report and rate package, the wage would increase from $17.90 to $18.40 an hour. The total Public Authority/Non-Profit Consortium rate — which includes wages, benefits, payroll taxes and administrative costs — would rise from $20.04 to $20.58 an hour.
The proposal would also reallocate 3 cents of the existing 20-cent hourly benefit contribution from health benefits to non-health benefits. The rate form lists $0.17 per hour for health benefits and $0.03 for non-health benefits under the proposed package.
County staff estimate the $0.54-per-hour total-rate increase would add $128,372 in costs during fiscal year 2026-27. The staff report says the additional cost would be covered by Social Services Realignment Funds, with no impact on the County General Fund.
The agenda materials reviewed for this report do not show whether the board approved, amended or rejected the package. The staff report says Sutter County would submit the rate-change documents to CDSS after board approval, and the rate form states that wage or benefit increases cannot take effect until approved by the state unless otherwise authorized by law.
