Sutter County supervisors are scheduled to consider authorizing a request for proposals for architectural and engineering services to design a replacement for the Sheriff’s Office Medium Jail HVAC system and related building-system upgrades.

The Oct. 13 Board of Supervisors agenda packet says the proposed work would cover the 16,775-square-foot facility at 1077 Civic Center Boulevard in Yuba City, including architectural, structural, mechanical, electrical and plumbing systems. The RFP would seek construction documents and a project cost estimate; it would not itself award a design contract.

The proposal deadline is 3 p.m. Nov. 18, 2026. The county’s tentative schedule calls for ranking proposals Dec. 4, notifying selected firms Dec. 9 and bringing a consultant contract award to the board Jan. 26, 2027.

The procurement follows a facility assessment completed in summer 2025 after the Sheriff’s Office raised concerns about temperature and humidity levels inside the jail, particularly during summer months. The board approved a $6 million increase in appropriations for the County Jail Heating, Ventilation, and Air Conditioning Project on Sept. 9, 2025, according to the agenda staff report.

The planned design must account for year-round jail operations. The RFP says construction may be phased so work can occur in one dorm while other dorms remain in operation, and consultants may consider temporary cooling and ventilation systems. The facility has two male dorms with a daily capacity of 60 people and one female dorm with a daily capacity of 40, the RFP says.

The agenda staff report says soliciting the RFP would have no direct General Fund impact. Once a preferred consultant is identified, the Development Services Department would return to the supervisors with a recommendation for an agreement funded through the jail HVAC project.

The supplied agenda materials show the item as a recommendation for board consideration and do not establish whether supervisors approved, amended or deferred it at the Oct. 13 meeting. The eventual design fee and construction schedule were not set in the materials reviewed.
