Sutter County’s Public Works/Support Services Committee packet for June 11 advances a three-year security services agreement with Armed Guard Private Security, Inc. that would total $3,154,257 across fiscal years 2026-27 through 2028-29, according to the staff report.
The proposal breaks out $843,807 for FY 2026-27, $873,394 for FY 2027-28 and $904,027 for FY 2028-29 for security at county facilities including Health and Human Services and the Library. It also includes as-needed campground coverage capped at $171,600, $177,606 and $183,823 over the same three years, for the 2nd Street Campground.
County staff ask the Board of Supervisors to waive competitive bidding under Section 16-050, saying Armed Guard has provided security since 2019 and was brought back in late 2023 after another vendor did not meet performance needs. The agreement would run from July 1, 2026, through June 30, 2029, and the packet says the county would also authorize the General Services director to monitor, change and execute future agreements with private security companies.
The packet says the contract would cover multiple county sites, including Health and Human Services, Holly Oak Plaza, Employment and Eligibility Services, Children’s Services, the courthouse annex and the library. The fiscal section says HHS appropriations are already included in the recommended budget, while library and campground costs would be covered by the General Fund.
The committee packet does not include a final vote on the contract, and it is unclear from the materials whether the proposal was amended before any Board action.
