Sutter County planners on May 20 approved a change to the Takhar truck-yard permit that narrows and delays a paving requirement at 5286 Highway 20 in Yuba City.

According to the Planning Commission minutes, the commission approved Project #17-007 (Takhar) on a 4-0 vote, with Chair Marler excused. The item was a use permit amendment for a previously approved large agricultural truck yard.

The staff report in the May 20 agenda packet says the amendment changes condition of approval #6 so only employee parking areas must be paved by June 30, 2027. Truck and trailer parking areas may remain aggregate or similar surfacing under the revised condition.

The commission’s public hearing materials say the project remains in the AG District and that the paving change is limited to the existing permit condition, rather than a broader rewrite of the truck-yard approval. The minutes and agenda packet do not indicate whether any public comment was offered on the item at the hearing.

The commission also approved the April 15, 2026 meeting minutes at the same session.
