Yuba Water Agency staff reported five vacancies and 113 employees during a required public hearing Tuesday on recruitment and retention, while a separate budget item for fiscal year 2026-27 would reduce or unfund 10 vacant positions.

According to the June 2 agenda and staff summaries, the vacancies included communications, finance, electrical training, human resources and inspection positions. Human Resources staff said the union had been contacted but did not plan to present at the hearing.

The same meeting agenda also included the agency’s proposed FY 2026-27 budget and an updated personnel allocation chart. Staff said the chart would include the reduction or unfunding of 10 vacant positions, though the agenda materials did not identify which positions would be affected or whether the changes were temporary or permanent.

The hearing was required under AB 2561, which calls for an annual public hearing on vacancies and recruitment and retention efforts. The budget and staffing item was recommended to the board by the Administration, Budget and Personnel Committee on May 19.

The June 2 meeting also covered other agency business, including emergency contracting for Colgate Penstock repairs, grant amendments for Hallwood Irrigation Company and Camptonville Community Services District, and an incident addendum intended to guide recovery work after the Penstock incident.
