Shasta County supervisors were asked Oct. 13 to consider a proposed change that would let the county executive officer approve qualifying training and orientation expenses for supervisors-elect instead of requiring each request to come before the full Board of Supervisors.

The staff report says the proposed amendment to Section 2.04.020 of the Shasta County Code would create an administrative process for requests made before a supervisor-elect takes office. Under the proposal, the supervisor-elect would submit a formal written request to the County Executive Officer or Clerk of the Board, and the county executive officer would determine whether the training was proper and beneficial to supervisorial duties.

The proposed ordinance lists eligible costs as course fees, travel and per diem expenses, course materials and consultant services. It also requires compliance with county policies and procedures for reimbursing county supervisor expenses. The records do not state a dollar cap.

The staff report identifies no additional General Fund impact. It says costs for preparing and legally reviewing the ordinance are included in the Clerk of the Board’s fiscal 2026-27 budget, BU103.

The county record does not clearly establish whether the amendment was adopted Oct. 13. The staff report says that day’s action was limited to introducing the ordinance and waiving its reading, with adoption to be considered at a subsequent meeting. The clean ordinance attachment uses “passed and adopted” language but leaves all vote fields blank. Certified minutes, a final ordinance and its effective date would be needed to determine whether the change is in force.
